State Homophobia 2009

We make available the 2009 report of State Homophobia on laws prohibiting the activity about adults with consent, conducted by Daniel Ottoson.
This is an ILGA publication made three years ago and that includes all the countries of the West, leaving a great empty space of the context in America. Anyway, it is an essential text to find out the progress and setbacks in this area.
Even today, according to the report, there are still 80 countries that consider homosexuality as an illegal thing and in some of them it may be punished with death. Even though it is alleged that many of these laws don’t take a course of action, it opens a framework that promotes hatred and aggression. At the same time, the biggest contradiction is that most of these countries have signed international agreement for the respect of the integrity and non-discrimination against people for no reasonable cause and full recognition of human rights as non vulnerable.
It is still a challenge to conciliate discourses and practices about discrimination and rejection of LGBTI people. You can find a special section in the report which deals with the laws of gender identity and tables that make cursory reference to the situation in Latin American countries.
