National Coordinator for Human Rights of Peru. Visibility of trans people in its 2008 Annual Report
The report said that the state and social indifference continues. Violence still occurs, but it can not be measured on its true size because there are no statistics or records that would allow us for a proper diagnosis to address the prevention, prosecution and punishment of these acts. As the perpetrators are members of the state: police, watch men, it is difficult to punish anyone. Most of the cases are left in the greater impunity because the state does not have a clear decision to get involved to change this unfortunate situation. The larger number of aggressions is received by the travestite population when they work in prostitution.
Against this background the National Coordinator for Human Rights has prepared the following suggestions: to make visible this task in the public agenda and prepare specific statistics, to include definite course of actions in the National Plan for Human Rights, to promote laws in order to prohibit discrimination based on sexual orientation and gender identity, and to urge local authorities, including city halls, to implement responsible policies regarding their personal safety status.
Particularly, we welcome the inclusion of trans people (transvestites, transsexuals, transgender) in the report of the CNDDHH, which appears on the report of 2007. We think it is important that CNDDHH has set the visibility of violence against these people, so that in the near future their human rights can be respected and fully recognized. We congratulate all institutions and organizations whose work and effort have made that the violations of the trans people’s right are no longer prey of impunity and silence. We believe that Runa has developed an important role in this process and we assume the challenge of going on that fight.
