Decree 608 adopted on 28 December 2007, established the public policy guidelines for the full guarantee of the rights of lesbian, gay, bisexual and transgender, LGBT, on gender identities and sexual orientations in the capital district.

She was a trans man who was raped and murdered. She was the victim of the worst hate crimes committed in United States in the 90’s. His life and death were the subject of the Academy Award-winning 1999 film Boys Don't Cry, which was based on the documentary film The Brandon Teena Story.
